Restrictions on migrant couriers take effect in Russia's St. Petersburg
23 November 2025 13:16
St. Petersburg has introduced new restrictions affecting migrant workers employed as couriers under patent-based permits, 78.ru reports.
The measures follow a decree signed in August by Governor Alexander Beglov, which included a three-month transition period to allow companies to adjust operations to comply with the new requirements.
“Couriers who can no longer perform deliveries under the new regulations may shift to alternative roles within the services, such as warehouse workers or order pickers,” a Yandex spokesperson said.
The company also warned that the reduction in the number of couriers could lead to higher delivery costs for residents and longer delivery times.
