Russian lawmakers propose paid residence permits for non-working migrant families
Russian lawmakers from the New People faction have submitted a proposal to the Interior Ministry suggesting the introduction of a paid residence permit system for non-working migrant families in Russia.
The request, addressed to Interior Minister Vladimir Kolokoltsev, was signed by faction leader Alexei Nechaev and deputies Sardana Avksentyeva and Amir Khamitov, according to the text of the document obtained by TASS, Caliber.Az reports.
The lawmakers argued that under current legislation, spouses and children of working migrants can reside in Russia without contributing directly to the country’s economy, while relying on public infrastructure and social services funded by federal and regional budgets.
They suggested that a paid residence regime would help balance state and societal interests, increase non-tax revenues, and encourage legal employment among migrant families.
The deputies proposed that the obligation to pay for residence be enshrined in law, while the Interior Ministry, in coordination with relevant authorities, would determine the payment amount and procedure.
They added that the system could create an economic incentive for non-working migrants to seek employment or engage in educational activities, providing a legal basis for their families to remain in Russia.
