Media: Zelenskyy to present Biden with four-point plan for victory over Russia Which includes Kursk operation

Ukrainian President Volodymyr Zelenskyy is set to present a comprehensive plan aimed at securing victory against Russia during his meeting with US President Joe Biden on September 26, Caliber.Az reports, citing The Times.

Zelenskyy's plan consists of four key points: first, a request for Western security guarantees similar to the mutual defence pact of NATO membership; second, a continuation of Ukraine's incursion into Russia's Kursk region to secure a territorial swap; third, a request for “specific” modern weapons; and fourth, international financial aid for Ukraine's shattered economy.

While Zelenskyy has withheld full details of the plan until his meeting with Biden, he also intends to present it to presidential candidates Donald Trump and Kamala Harris.

Speculation surrounds Ukraine’s request for permission to use longer-range missiles, such as the British-made Storm Shadow, against targets within Russian territory. However, analysts suggest that Biden may refrain from making an announcement on this issue. Meanwhile, Russia has repositioned many of its aircraft and missile systems beyond the reach of long-range missiles, potentially limiting the effectiveness of any such permission.

In a supportive move, Ursula von der Leyen, President of the European Commission, recently announced that the EU would extend up to €35 billion in aid to Ukraine, as part of a larger €50 billion commitment from the G7. This funding is expected to enhance Ukraine’s military capabilities and support its economy. Von der Leyen stated, “You will decide how best to use the funds. This will free more of your national resources to strengthen your military capabilities and defend against Russian aggression.”

The additional funding is likely to boost Ukraine’s domestic arms production, including new missile systems like the Palianytsia and long-range drones that have been employed for deep strikes into Russia. Recent drone attacks have targeted Russian arms depots, resulting in significant damage to ammunition stocks.

Despite these developments, the front line remains challenging for Ukraine, with Russian forces continuing to advance in the east. Zelenskyy insists that Ukraine’s operations in Kursk are diverting Russian troops, but the effectiveness of these strategies remains to be seen.

With an estimated 200,000 Russian casualties reported, continued military action may necessitate a new round of mobilization in Russia, particularly if the conflict persists for another two years—the time frame outlined in Ukraine’s victory plan.
