Ukraine secures over $51 billion in financial aid from World Bank since the start of war

Since February 2022, Ukraine’s state budget has received more than $51 billion in financial assistance mobilised by the World Bank, including $30.7 billion in grants, according to a statement from the Ukrainian Finance Ministry.

During a recent working visit to Washington, Ukraine’s Finance Minister, Serhiy Marchenko, held a series of meetings with the leadership of the World Bank Group, Caliber.Az reports, citing Ukrainian media.

The discussions centred on the ongoing implementation of joint projects, as well as plans for 2025 and beyond. Topics included mobilising budgetary support, attracting private investment, and advancing reforms within the framework of World Bank cooperation.

Between 2022 and 2025, the World Bank’s active project portfolio in Ukraine reached a historic high, marking the largest volume of bilateral cooperation to date. Notably, in 2024, four Program-for-Results (PforR) projects were launched, with total funding of $2.1 billion. Of that sum, approximately $1 billion has already been transferred to Ukraine’s state budget general fund this year. In April 2025, an additional $50 million was secured through the THRIVE project, with plans to receive around $746 million by the end of the year.

Discussions also focused on the specifics of the Development Policy Loan (DPL) program for the current year. Under the DPL framework, Ukraine receives tranches based on its progress in meeting program requirements, aimed at supporting the country's reform agenda.

As a result of the meetings, Ukraine and the World Bank have agreed to further strengthen their collaboration through new joint initiatives. These will focus on supporting small and medium-sized businesses, including Ukraine’s burgeoning IT sector, and developing a mechanism to insure against war-related risks.

In a further development, on April 18, the Ukrainian government decided to attract an additional $84 million from the World Bank to finance the eVidnovlennia program. This initiative aims to compensate for housing damaged during the ongoing conflict.
