US proposes framework for ending Russia-Ukraine war: Full text leaked
Reuters has obtained a detailed set of proposals aimed at resolving the ongoing conflict between Russia and Ukraine, which were presented to European officials by US envoy Steve Witkoff during discussions held in Paris on April 17.
The text, which outlines a framework for a potential peace agreement, was shared with no changes and offers a comprehensive approach to ending the war, Caliber.Az reports.
Key provisions of the proposal include:
Ceasefire and security guarantees
The proposal calls for a permanent ceasefire, with both sides immediately entering technical negotiations to implement the terms. In exchange for peace, Ukraine would receive a robust security guarantee from an ad hoc grouping of European and willing non-European states. The agreement stipulates that Ukraine would forgo any aspirations of joining NATO but retains the right to pursue EU membership.
Territorial adjustments
The United States would officially recognize Russian control over Crimea, while providing de facto recognition of Russian authority over Luhansk, as well as parts of Zaporizhzhia, Donetsk, and Kherson regions. However, Ukraine would regain control over the Kharkiv Oblast and the Zaporizhzhia Nuclear Power Plant, which would be placed under US administration. Electricity from the plant would be shared by both sides, and Ukraine would also regain control of the Kakhovka Dam. The proposal ensures Ukraine’s unhindered passage along the Dnieper River and control over the Kinburn Spit.
Economic cooperation and sanctions relief
In the economic realm, the proposal outlines a US-Ukraine economic cooperation agreement, focusing on minerals and reconstruction efforts. Ukraine would be fully compensated for the destruction caused by the war, while sanctions imposed on Russia since 2014 would be lifted. Additionally, the proposal envisions the resumption of US-Russian economic cooperation in energy and other industrial sectors.
This set of proposals, described as a final offer from the United States to both Russia and Ukraine, represents a significant diplomatic effort to end one of the most devastating conflicts in Europe in recent history. The proposal seeks to balance territorial adjustments with security guarantees and economic reconstruction, while also addressing the broader geopolitical implications of the war.
The full text, presented to officials in Paris, has not yet been formally accepted by any party, and the situation remains fluid as diplomatic negotiations continue.
