USAID transferred $110 million to Armenia before suspension, says country's MFA
In 2024, Armenia received $110 million from a total grant agreement package of $250 million provided by USAID as part of its cooperation with the United States, said a source at the country's Foreign Ministry.
The agreement in question was amended in September 2024 through a document signed by Armenia’s Deputy Prime Minister Mher Grigoryan and the Director of USAID’s mission in Armenia, John Allelo, Caliber.Az reports, citing Armenian media.
The amendment increased the total funding threshold from $120 million to $250 million and expanded the scope of joint projects.
The Armenian Foreign Ministry noted that all foreign aid projects funded by the U.S. State Department and USAID have been frozen, and the ministry itself has no joint programs with the agency.
"As of 2024, $110 million out of the $250 million has been allocated. Of this amount, $49 million was directed towards 'supporting democratic transition,'" the ministry clarified.
In January 2025, President Donald Trump signed an executive order freezing almost all U.S. foreign aid, including programs administered by the U.S. Agency for International Development (USAID), for a 90-day period to assess their effectiveness and alignment with U.S. foreign policy.
This suspension has significantly impacted Armenia, where many media outlets and non-governmental organizations (NGOs) rely on U.S. funding for educational and media development projects.
