Washington issues demarche to Kyiv over strikes linked to CPC terminal
The United States has issued a warning to Ukraine following attacks linked to the Caspian Pipeline Consortium (CPC), Ukraine’s ambassador to Washington, Olga Stefanishyna, said.
Speaking to a television channel, Stefanishyna said the administration of US President Donald Trump took the unusual step of notifying Kyiv that Ukrainian strikes near Novorossiysk had affected American investments connected to Kazakhstan.
“We have heard that Ukrainian attacks on Novorossiysk have affected some American investments made through Kazakhstan. And we have heard from the State Department that we should refrain from, you know, attacks on American interests,” the ambassador said.
Stefanishyna added that she had received a formal diplomatic demarche from the US State Department on the matter. At the same time, she stressed that Washington had not asked Ukraine to halt strikes against Russian military or energy infrastructure in general.
“This was specifically related to the fact that American economic interests were affected. We took note of this,” she said.
The warning followed incidents linked to the CPC marine terminal. On November 29, 2025, unmanned boats attacked facilities in the terminal’s waters, significantly damaging the VPU-2 remote mooring unit.
In response, Kazakhstan’s Foreign Ministry condemned the incident, describing it as an act of aggression, after which Ukraine issued a reply to Astana’s protest.
In early December, Kazakhstan’s Deputy Energy Minister Yerlan Akbarov said the situation had been placed under special government control. The country’s Energy Ministry later reported that, following the attacks on CPC infrastructure, oil shipments from the Kashagan field were redirected to China.
