WP: Qatar held secret Iran talks to shield gas giant from strikes

Qatar allegedly pursued back-channel talks with Iran at the start of the Gulf war in an effort to shield its flagship gas complex at Ras Laffan Industrial City, according to Western and Middle Eastern security officials cited in a report by The Washington Post.

Officials said Doha floated what was described as a “secret deal”, under which Iran would refrain from targeting the site while Qatar would temporarily halt gas production. One senior official said Qatar’s message to Tehran was that “you will achieve your objectives without striking us.” Another described the proposal as effectively offering leverage over global energy markets in exchange for protection of the facility, which is operated by QatarEnergy.

The alleged outreach came amid escalating hostilities that later saw Iran launch missile strikes on Qatar in mid-March, sending smoke over parts of the gas complex and disrupting production. Qatar initially attributed shutdowns to security concerns, while warning publicly that the conflict could “bring down the economies of the world.”

Doha has firmly denied the existence of any quid pro quo arrangement with Tehran. In a written statement, its international media office said, “Any suggestion that operational decisions relating to energy production were — or have ever been — made in coordination with Iran, for Iran’s benefit, or to influence the course of the war is categorically false,” adding that decisions were based solely on safety and threat assessments.

Security officials said US intelligence agencies and senior officials were aware of the reported contacts, though there was no indication of any rupture in US-Qatar relations. Qatar continues to host major US military assets and remains a key regional mediator.

Analysts say the episode underscores how Gulf states have sought to manage spillover risks from the conflict through informal diplomacy, particularly given the strategic importance of Ras Laffan as a cornerstone of global liquefied natural gas supply. The facility is considered critical to energy flows to Asia and Europe.

While Qatar’s alleged proposal did not secure a formal understanding with Iran, officials said it reflected broader efforts by regional actors to use energy leverage as a deterrent against escalation, even as the war intensified and eventually caused significant damage to LNG infrastructure weeks later.
