Zelenskyy aligns Ukraine sanctions with EU’s 20th package

Ukrainian President Volodymyr Zelenskyy has signed two decrees to align Ukraine’s sanctions regime with the latest measures adopted by the European Union, expanding restrictions against individuals and companies linked to Russia, Iran, and Sudan.

The decrees, numbered 447/2026 and 448/2026, enact decisions by Ukraine’s National Security and Defense Council to synchronize with the EU’s 20th sanctions package. The measures target a total of 120 individuals and legal entities and introduce economic restrictions focused on key sectors of the Russian economy, Ukrainian media reports.

“Some of them are already under Ukrainian sanctions. Today’s decision concerns an additional 16 Russian citizens and 31 companies from Russia, Belarus, the UAE, Kyrgyzstan, Kazakhstan, Uzbekistan, and the temporarily occupied territory of Ukraine,” the presidential statement said.

Those sanctioned include senior figures associated with Russian strategic enterprises, state-funded institutions, and military units, as well as individuals operating in territories under temporary occupation.

The restrictions also extend to companies within Russia’s military-industrial complex, including producers of electronic warfare systems, software, and drone components, along with firms involved in oil, gas, and gold extraction. Among the entities named are Atlant Aero LLC, which manufactures aerospace products and drone components, and IRZ-Svyaz LLC, a producer of communication systems and components for unmanned aerial vehicles and missiles.

In addition, companies based in the United Arab Emirates supplying industrial equipment, laboratory materials, chemical products, and aviation spare parts were targeted, along with an oil-exporting company operating in Belarus.

Separate sanctions were imposed on three Russian individuals — prosecutor Lyudmila Balandina, judge Dmitry Gordeev, and television presenter Maria Sittel.

The measures also include restrictions on 19 Iranian citizens, 7 Sudanese citizens, and 11 Iranian companies connected to ballistic missile and drone production programs.
