Zelenskyy calls for Russian oil price cap at $30 to intensify sanctions

Ukrainian President Volodymyr Zelenskyy has called on the international community to impose a stricter price cap on Russian oil, urging that it be lowered to $30 per barrel. 

Speaking at a Ukraine–Southeast Europe Summit in Odesa on June 11,  Zelenskyy said such a move would force Moscow to feel the full economic impact of its ongoing war against Ukraine, Caliber.Az reports via Ukrainian media.

The Ukrainian president also stated that the 18th sanctions package against Russia "can be stronger, especially in terms of measures targeting Russian oil tankers and its financial sector".

"A cap of 45 dollars per barrel is better than 60, that is clear, that is true. But real peace will come with a cap of 30 dollars. That is the level that will truly change minds in Moscow,” he noted. 

According to Zelenskyy, Russia still believes in its ability to dominate, but it must be put in a position where it is forced to seek peace through non-violent means. He stressed that Ukraine urgently requires international support to counter continued Russian aggression, citing air defence systems, drones, and tougher sanctions as critical needs.

The president also underscored the importance of launching formal EU accession talks this year, urging European leaders to provide a clear and timely decision. He highlighted the broader need for unity within Europe, stronger NATO coordination, and long-term security guarantees for Ukraine.

“Odesa, like other cities, remains under threat, and the country needs protection right now,” Zelenskyy said.

The draft of the European Union’s 18th sanctions package against Russia includes a proposal to lower the price cap on Russian oil from $60 to $45 per barrel. The EU has stated that it is prepared to move forward with the measure independently, even if the United States does not support a further reduction.
