US plans separate talks with Russia after Geneva consultations

24 November 2025 12:14

The American delegation intends to hold a separate meeting with Russian officials on resolving the Ukraine conflict.

Earlier, officials convened at the US Mission in Geneva to review the controversial American peace plan presented to Kyiv this week, which critics argue would force Ukraine to make significant concessions, Caliber.Az reports, citing ABC News.

US Secretary of State Marco Rubio described the talks as “probably the most productive and meaningful meeting we’ve had so far in this entire process since we became involved.”

Speaking briefly with reporters at the US Mission, Rubio said any framework would need approval from both presidents but added that he was "comfortable" they would agree.

Meanwhile, ABC News reports that the American delegation plans to hold a separate meeting with a Russian delegation, though no details were given about the location. Rubio added that it was "possible" Trump and Zelenskyy could speak by phone.

The US has threatened to cut off all assistance to Ukraine if Kyiv does not accept the proposed deal, according to a senior Ukrainian official familiar with the matter.

The potential halt would cover air defence missile supplies, intelligence sharing, and all other US commitments related to weapons and military support, the official said.

The 28-point peace plan, proposed by the US, was drafted in coordination with the Kremlin and with input from Rustem Umerov, secretary of Ukraine's National Security and Defence Council.

The plan contains several maximalist demands long pushed by Moscow and previously rejected by Kyiv, including reducing Ukraine’s armed forces by more than half and ceding territory not yet under Russian control.

Under the proposal, Ukraine would also be barred from possessing long-range weapons, while Russia would retain nearly all currently occupied territories and gain some form of recognition for its 2014 annexation of Crimea.

Russian President Vladimir Putin said on November 21, during a Security Council meeting, that the Kremlin had received the proposal.

“I believe that it could also form the basis for a final peace settlement, but this text has not been discussed with us in detail,” he stated.
