US senator: Ukraine peace must ensure security, prevent future Russian aggression
US Senator Lindsey Graham has reiterated that any resolution between Kyiv and Moscow must come through negotiations that guarantee Ukraine’s security and prevent future Russian aggression.
“It is my firm belief that this war needs to come to an end through negotiations with an honorable and just outcome that would prevent a third invasion and deter others from acting aggressively throughout the globe,” the senator wrote on X, Caliber.Az reports.
As to the existence of a 28 point plan to end the Russia-Ukraine war, I have no knowledge of the plan and have only read media reports about the proposal.

Commenting on the reports about the US-Russia drafted 28-point plan to end the Russia-Ukraine war, he noted that he has “no knowledge” of such a proposal beyond what has appeared in the media.
“Such an outcome can only be achieved with negotiations involving both parties — particularly Ukraine, the victim of Russia’s aggression — along with our European allies,” he added.
According to the initial report by Axios, American and Russian officials have drafted a 28-point outline aimed at ending the war. The proposal envisions Ukraine ceding the remaining parts of the Russian-occupied eastern Donbas region, reducing its armed forces by half, and scaling back or eliminating certain weapons systems — particularly long-range missiles capable of striking inside Russia.
Ukrainian President Volodymyr Zelenskyy has received a draft of the plan from the US side. Washington and Kyiv are expected to continue refining the document after Ukraine outlines its own fundamental principles.
The US anticipates that Zelenskyy could endorse a peace framework by next Thursday, November 27.
