On November 8, 2006, a decision was made to bring Leva Mnatsakanyan as an accused under Article 113 (torture) of the Criminal Code of the Republic of Azerbaijan, and on November 14 of the same year, he was put on the international wanted list through Interpol. On September 29 this year, Leva Mnatsakanyan was detained at the Lachin checkpoint while trying to leave for Armenia, he was handed over to the investigators, and on the same day, he was charged under this article.
