Kazakhstan completes legal framework for vice-presidency under new constitution
Kazakhstan has adopted a package of constitutional laws introducing a vice-presidential post as part of a broader overhaul of its political system following a nationwide referendum earlier this year.
President Kassym-Jomart Tokayev signed the legislation, which implements provisions of the new Constitution approved in a vote on March 15, 2026, Caliber.Az reports, citing Kazakh media.
The reforms redefine the institutional framework of state governance, including the introduction of a Constitutional Law “On the President of the Republic of Kazakhstan”, which sets out the legal status, powers and administrative support mechanisms for the presidency. The law also formally establishes the position of vice-president.
Under the new framework, the vice-president will act on behalf of the president upon instruction, representing the head of state in dealings with government bodies and carrying out duties assigned directly by the president.
Another key element of the reform package is the Constitutional Law “On the Kurultai of the Republic of Kazakhstan and the Status of its Deputies”, which outlines the structure and functions of a new legislative body.
The Kurultai is designated as the highest representative institution exercising legislative authority. It will consist of 145 deputies elected via party lists for five-year terms, with its chair chosen through a secret ballot from among members fluent in the state language.
The body will hold significant institutional powers, including approval of key executive and judicial appointments such as the vice-president, prime minister, Constitutional Court judges, members of the Central Election Commission, and the Supreme Audit Chamber.
It will also play a role in the selection and dismissal of Supreme Court judges on presidential recommendation, consider matters relating to judicial immunity, call presidential elections, and review government and audit reports on national budget execution.
