Politico: US, Russia plan Miami talks as Trump pushes Ukraine war settlement

18 December 2025 09:00

U.S. and Russian officials are expected to meet in Miami this weekend as part of the Trump administration’s renewed effort to end the war between Ukraine and Russia, Politico reports, citing sources familiar with the plans.

The talks come as Washington intensifies pressure on Kyiv to accept concessions aimed at securing a settlement, after President Donald Trump’s earlier peace efforts failed to gain traction. The agenda and timing remain fluid, but the U.S. side is expected to brief Russian officials on the outcome of recent discussions with Ukraine and European partners. Moscow has so far shown little willingness to soften its demands.

Russia’s delegation is expected to include Kirill Dmitriev, head of the country’s sovereign wealth fund. The U.S. side is expected to be represented by special envoy Steve Witkoff and presidential adviser Jared Kushner. The White House declined to comment.

Earlier this week, U.S. officials held lengthy talks in Berlin with Ukrainian and European representatives focused on security guarantees for Kyiv, territorial issues and a possible endgame to the conflict. The U.S. has reportedly offered Ukraine a mutual defence pledge comparable to NATO commitments, while Kyiv has stepped back from its demand for immediate NATO membership.

U.S. officials believe Russia could accept Western security guarantees for Ukraine and its eventual EU membership. However, President Vladimir Putin this week reiterated Moscow’s aims, signalling no retreat from Russia’s broader objectives regarding Ukraine’s sovereignty.

Separately, Washington plans to convene military officials from Ukraine-supporting countries to work on technical aspects of security arrangements and territorial lines. The Miami talks appear to be a parallel U.S.–Russia channel.

Ukraine’s national security adviser, Rustem Umerov, is also expected to meet U.S. officials ahead of the Miami discussions.

Meanwhile, European leaders are continuing consultations on potential security guarantees for Ukraine, including a demilitarised zone along current frontlines and the deployment of coalition forces. According to a European official, such forces would focus on surveillance, training Ukrainian troops and supporting post-war reconstruction, rather than front-line combat roles.
