Armenia again proposes Azerbaijan to sign peace agreement with unresolved issues
Spokesperson for the Armenian Foreign Ministry Ani Badalyan has said that Armenia once again proposed Azerbaijan to sign a peace agreement before the 29th Conference of the Parties to the UN Framework Convention on Climate Change (COP29) scheduled to be held in Baku in November.
"Armenia is ready to engage in the process of signing a peace agreement before COP29. I would like to emphasise that the Republic of Armenia has supported the decision to hold COP29 in Baku as a means of fostering trust between the sides and establishing peace in the region. We do not wish for this opportunity to be used for any contrary purposes," she stated, Caliber.Az reports via Russian media.
Badalyan noted that Azerbaijan’s aggressive rhetoric and the refusal to sign a peace agreement that includes the agreed-upon provisions lead many Armenian and international experts to conclude that Azerbaijan intends to use COP29 as a tool for legitimising an escalation of the situation in the near future.
"The number of such analyses continues growing. Many analysts believe that to eliminate this possibility, it is essential to sign a finalised peace agreement before COP29. Otherwise, leaders arriving in Baku without this agreement may inadvertently become catalysts for war," she stated.
Earlier, the Armenian prime minister stated that Yerevan and Baku have agreed on 80 per cent of the peace agreement and proposed Azerbaijan to sign these provisions.
The Azerbaijani Foreign Ministry deemed Armenia's proposal to sign a draft peace agreement while excluding unresolved provisions as unacceptable.
"The call from Armenian officials to sign the draft 'peace agreement' without addressing the unresolved issues, and their attempts to defer the existing problems in bilateral relations to a later stage, are unacceptable," Spokesman for the Azerbaijani Foreign Ministry Aykhan Hajizada said.
