Armenian-Turkish envoys set for normalisation talks amid stalled border agreement
Armenian Special Representative Ruben Rubinyan is set to meet his Turkish counterpart Serdar Kılıç in the coming days.
Armenian Foreign Ministry spokesperson Ani Badalyan said Yerevan is preparing to host another round of talks on normalising Armenian–Turkish relations, Caliber.Az reports, citing Armenian media.
The normalisation process, launched in early 2022, has progressed with mixed results. The first meeting of special envoys took place on January 14, 2022, in Moscow, followed by three additional rounds in Vienna.
A key, yet unimplemented, achievement of the dialogue was the July 1, 2022, Vienna agreement, under which both sides pledged to open the land border for third-country citizens and holders of diplomatic passports as soon as possible. Despite this agreement, the border remains closed.
The most recent meetings between Rubinyan and Kılıç were held in July 2024 directly at the Armenian–Turkish border and in April 2025 in Antalya, reflecting an ongoing, albeit complex, dialogue between the two countries.
