Azerbaijan allocates $2.6 billion for reconstruction of liberated territories in 2025
In 2025, Azerbaijan allocated 4.4657 billion manats ($2.6 billion) from its state budget for the reconstruction and restoration of its liberated territories, Karabakh and Eastern Zangezur.
According to operational data released by the Ministry of Finance, the majority of these funds—3.7819 billion manats ($2.2 billion), or 84.7%—are earmarked specifically for rebuilding and restoring infrastructure in these regions, Caliber.Az reports.
Additional allocations include 373.2 million manats ($217 million), or 8.3%, drawn from the state budget reserve fund; 58.5 million manats ($34 million), or 5.8%, designated as part of state investment expenditures; and 52.1 million manats ($30 million), or 1.2%, sourced from other state budget reserves.
