Azerbaijan proposes business visas for digital nomads

Azerbaijan is considering introducing business visas for digital nomads under proposed amendments to the country’s Migration Code.

The proposal was discussed on Thursday, September 24, at a meeting of the Milli Majlis Committee on Economic Policy, Industry and Entrepreneurship, according to APA news agency.

Under the draft legislation, a digital nomad would be defined as a foreign national or stateless person who earns income from foreign sources and works remotely using information and communications technologies in areas including digital technology, artificial intelligence, cybersecurity and innovation.

Digital nomads applying for the proposed business visa would not be required to submit a petition from an inviting party or a document confirming the purpose of the invitation.

The proposal forms part of broader efforts to establish a legal framework for attracting foreign professionals working remotely in technology-related fields. The draft also envisages provisions concerning temporary and permanent residence for eligible digital nomads, subject to specified income and activity requirements.

If adopted, the amendments are scheduled to take effect on January 1, 2027.
