Azerbaijani parliament reviews road transport agreement with Kyrgyzstan

Azerbaijan’s Milli Majlis (Parliament) has reviewed the Azerbaijan-Kyrgyzstan agreement on international road transport, signed in Cholpon-Ata on July 31.

The 24-article agreement is aimed at developing road transport and transit links between the two countries while simplifying transportation conditions, Caliber.Az reports, citing local media.

Under the agreement, regular bus services will be organised following prior coordination between the competent authorities of the two sides. Permits may also be required in certain cases for irregular passenger transportation.

Freight transportation will be carried out under special permits, with each permit valid for a single trip. However, several categories of cargo will be exempt from the permit requirement. These include postal items, the bodies and ashes of deceased persons, theatrical scenery, sports equipment, exhibits for fairs and exhibitions, as well as medical equipment and medicines intended for emergency assistance.

Special permits will be required for the transportation of dangerous, heavy and oversized cargo, while the route for such shipments must be agreed in advance.

The agreement also provides for priority passage through border, customs, veterinary, phytosanitary and sanitary controls for seriously ill persons, regular bus services, animals and perishable goods.

At the same time, the document allows for restrictions on transit transportation if it is deemed to pose a threat to the national security of either party.

The parties will also establish a Joint Commission to address matters related to the implementation of the agreement.
