Baku Initiative Group urges full independence for New Caledonia

The Baku Initiative Group (BIG) has condemned France’s attempts to extend its influence over New Caledonia, describing the proposed Bujival agreement as a continuation of colonial subjugation.

In a statement, BIG said the agreement contradicts the principles of the Kanak people’s struggle for independence. The organisation highlighted that the Bujival agreement was firmly rejected at the 45th congress of the Kanak Socialist National Liberation Front (FLNKS), Caliber.Az reports via local media

"The congress participants confirmed that the Nouméa Agreement signed in 1998 is the main legal foundation for the decolonization of New Caledonia and declared that the Bujival agreement completely contradicts the provisions of the Nouméa Agreement," the statement says. 

The FLNKS plans to declare the country’s independence under the framework of the "Kanaky Agreement," which will serve as a roadmap for New Caledonia’s transition to full sovereignty between 2025 and 2030. Temporary relations with France would also be defined within this agreement.

The FLNKS emphasised on social media that the Bujival agreement had been peacefully rejected, underlining the importance of proudly displaying the movement’s symbols and maintaining unity:

"The unity and determination of the Kanak people will remain unchanged, and the struggle for the defense of their common future will continue."

BIG’s statement criticized France for applying pressure through the agreement. During his visit to New Caledonia from August 19-23, French Overseas Minister Manuel Valls announced plans to begin discussions on revising the Bujival agreement.

"There is no alternative" to the Bujival agreement, Valls reportedly said, warning that failure to implement it could trigger political, economic, and social crises. BIG described these remarks as a clear attempt at blackmail. A meeting of the editorial committee for the agreement is scheduled for August 21, 2025, where Valls is expected to present further revisions.

The Baku Initiative Group reiterated support for the Kanak people’s right to self-determination and stressed that only full independence can guarantee their future. 

"These recent steps taken by France completely contradict the principles of international law and should be evaluated as a continuation of an unacceptable colonial policy. The fundamental principles of international law and UN resolutions clearly demand that the future of the Kanak people must be ensured only through complete independence, not through any concessions or fake agreements," the group said.
