Kabul plans energy and infrastructure agreements with Russia
Afghanistan is expected to sign several economic agreements with Russia during the upcoming Russia–Islamic World Economic Forum, scheduled to take place in Kazan from May 13 to 15, according to Russian officials.
Rustam Khabibullin, head of the Russian Business Centre in Afghanistan, told Russian media that three contracts are currently anticipated. These include agreements for the supply of Russian petroleum products and agricultural goods to Afghanistan, as well as a deal involving investment by a Russian construction company in the country’s infrastructure development.
The forum has traditionally served as a key platform for strengthening Russia’s economic ties with countries across the Islamic world, including efforts to expand trade and investment cooperation.
The planned agreements build on earlier engagement between the two sides. In August 2025, Afghanistan’s Minister of Mines and Petroleum, Hedayatullah Badri, attended an oil and gas forum in Kazan, where he called on Russian companies to increase investment in Afghanistan’s energy sector.
