Kazakhstan, Azerbaijan set course for fully digital road transport permits

Kazakhstan and Azerbaijan will fully abandon paper permits for international road transport and transition to electronic permits through the e-Permit system starting in 2027, Kazinform reports.

The agreement was reached during the latest meeting of the Joint Commission on International Road Transport between the Azerbaijan Land Transport Agency (AYNA) and the Kazakhstan Committee for Road Transport and Transport Control, held in Baku.

According to Kazakhstan’s Ministry of Transport, the decision was made in light of the successful implementation of digital technologies and the use of electronic permits in the international road freight sector.

The transition to electronic documentation is expected to reduce administrative procedures, increase transparency in the transportation process, and accelerate the processing of international cargo shipments.

During the meeting, the parties also discussed the development of bilateral and transit freight transport. It was noted that cargo volumes between the two countries continue to grow, while Kazakhstan and Azerbaijan play an important role in the development of international transport corridors.

To meet rising demand, the two sides agreed to exchange an additional 6,000 electronic permits for 2026.

In addition, a preliminary quota of 28,000 permits was agreed for 2027, representing an increase of 12,000 compared to the previous period. According to the parties, this will help satisfy the growing needs of transport operators and contribute to the further expansion of trade and economic cooperation between the two countries.
