Kazakhstan becomes EU’s second-largest oil supplier in 2025

Kazakhstan ranked as the second-largest supplier of crude oil to the European Union in 2025, according to data from the Council of the EU.

Kazakhstan exported 55.8 million tonnes of crude oil to the EU during the year, placing it just behind the United States, which supplied 63.5 million tonnes. Norway ranked third with 55.7 million tonnes—slightly below Kazakhstan’s total, Caliber.Az reports, citing Kazakh media

The Council of the EU said the three countries were the bloc’s largest oil suppliers in 2025, with Kazakhstan accounting for approximately 12% of total imports.

Overall, the EU imported around 435 million tonnes of crude oil worth more than €212 billion in 2025, underscoring its continued reliance on external energy sources.

The data also highlights a sharp decline in imports from Russia. Russia’s share of EU oil imports fell from 25.8% in 2021 to just 2.2% in 2025, as the bloc shifted toward alternative suppliers including the United States, Norway and Kazakhstan.
