Nato envoy: Germany, Netherlands, Norway lead US arms sales to Ukraine
US Ambassador to NATO Matthew Whitaker highlighted that Germany, the Netherlands, and Norway are the top three buyers of US weapons for Ukraine through the Prioritised Ukraine Requirements List (PURL) program.
Speaking during an online briefing with journalists, Whitaker emphasised that these countries are the most active participants in the PURL initiative, which enables NATO allies to acquire American arms to support the Ukrainian Defence Forces, Caliber.Az reports per Ukrainian media.
"I want to highlight the progress we’ve made on the Prioritised Ukraine Requirements List (PURL). Created under President Trump, PURL allows allies and partners to purchase US weapons to sustain Ukraine’s defence capability… I want to recognise the three PURL leaders: Germany, the Netherlands, and Norway," Whitaker told reporters.
He added that the PURL program not only bolsters Ukraine’s defence but also advances peace efforts by increasing pressure on Moscow to engage in negotiations and dialogue.
NATO Allies, including multiple European countries, have initiated the PURL program to coordinate pooled funding for urgently needed US-made weapons and equipment for Ukraine, enabling faster delivery of air defence systems, ammunition, and other critical supplies.
Since its launch in mid-2025, NATO members and partners have committed over $4 billion through PURL to fund large-scale military aid packages for Ukraine, demonstrating a strong Allied commitment to supporting Ukrainian defence amid Russia’s ongoing invasion.
The PURL system was designed to address shortages in European stockpiles and ensure a steady supply of US weapons to Ukraine, allowing allies to finance bulk purchases and transfers, with contributions from nations including Germany, the Netherlands, Nordic and Baltic states, among others.
