Political analyst: Baku not to discuss fate of Karabakh Armenians with Armenia Farhad Mammadov's commentary on Grigoryan's interview
Azerbaijani political analyst, Director of the South Caucasus Research Center Farhad Mammadov shared his point of view on the interview with the Secretary of the Security Council of Armenia Armen Grigoryan on his Telegram channel.
According to Mammadov, the interview to some extent clarified certain issues on the Azerbaijani-Armenian settlement, but at the same time raised doubts on a number of aspects of the subject.
"Another interview with the Secretary of the Armenian Security Council has new messages. After the last statement of the Secretary of the Security Council of Armenia on the withdrawal of Armenian Armed Forces from Karabakh by September, today Grigoryan actually voiced the answers to the main demands of Azerbaijan.
First: Armenia has no territorial claims to Azerbaijan!
Second: Armenia is thinking of separating the subjects of the Armenian-Azerbaijani agenda from the subject of the rights of the Armenian population of Karabakh and considers the five principles of Azerbaijan on the peace treaty as acceptable.
Third: The road map is as follows - unblocking, start of the process on the border, and a peace treaty.
So, the Armenian leadership continues to meet Azerbaijan's demands, as expressed by President Ilham Aliyev. The first impression is that the Armenian leadership is ready to sign a peace treaty, and all this may take two to four months.
However, there are questions:
- What is the "demilitarization of the Nagorno-Karabakh problem"? Baku's commitment not to use force against the Armenian population of Karabakh?! How can Baku make such a commitment if there are armed war criminals on its territory?!
- What is recognition of the territorial integrity of Azerbaijan in the understanding of the leadership of Armenia?!
Well, you can't say that Karabakh is Azerbaijan, say that Armenia has no territorial claims, etc. Okay! Well, to make the position clearer, you can say that you recognize it within 86.6 thousand square kilometers.
- The division of topics on the Armenian-Azerbaijani normalization and the topic of the Armenians of Karabakh. How's that? Baku is not going to discuss anything about the fate of Karabakh Armenians with Armenia. It is theoretically possible to discuss with foreign partners projects on reintegration, experience, and projects in this direction.
In general, of course, there is progress. It is important to maintain the dynamics of such statements and back them up with actions," Mammadov wrote.
