UN pledges support for Azerbaijan’s ambitious NDC 3.0 climate goals

The United Nations is prepared to support Azerbaijan in implementing the ambitious objectives set out in its updated nationally determined contribution, NDC 3.0, and in advancing progress toward Sustainable Development Goal No. 7 on affordable and clean energy.

Igor Garafulich, the UN Resident Coordinator ad interim in Azerbaijan, made the remarks during a roundtable at ADA University held in connection with the International Day of Clean Energy, according to reports by domestic media.

Garafulich said the event provided an opportunity to acknowledge Azerbaijan’s leadership and strong commitment to the transition to clean energy.

He noted that the UN welcomes Azerbaijan’s NDC 3.0, which was announced at COP30. By bringing forward its emissions reduction target by 15 years from the previously planned 2050 timeline, Azerbaijan has committed to cutting greenhouse gas emissions by 40% by 2035. Garafulich described this pledge as a strong signal of the country’s determination to accelerate climate action.

The UN official emphasised that NDC 3.0 outlines clear decarbonization pathways through the development of renewable energy, transport and energy efficiency. He added that a just transition to a green economy will help diversify Azerbaijan’s economy and strengthen its competitiveness.

Garafulich also highlighted Azerbaijan’s progress toward achieving Sustainable Development Goal No. 7. With the support of UNESCO, the government is developing a national SDG 7 roadmap focused on expanding renewable energy use, improving energy efficiency and creating green energy zones in Karabakh, East Zangezur and Nakhchivan.

Within the framework of the UN Sustainable Development Cooperation Framework for 2026–2030, he said, the United Nations stands ready to assist the Azerbaijani government in implementing these ambitious initiatives.
