Azerbaijan's Jabrayil District Executive Power has announced that a total of 20 families, or 91 people, who had previously been temporarily housed in the Bilasuvar district, returned to Jabrayil city.
Some 11 families (40 people) returned from Baku, 2 families (5 people) from Shirvan, 1 family (8 people) from the Zagatala district, 1 family (6 people) from the Jalilabad district, 1 family (5 people) from the Shabran district, 1 family (4 people) from Mingachevir, 1 family (4 people) from Hajigabul, and 1 family (2 people) from Sumgayit, totaling 39 families (165 people) in total, Caliber.Az reports per local media.
To date, 326 families, or 1,334 people, have returned to Jabrayil, and all have been provided with permanent housing.
Since 2020, Azerbaijan has embarked on an ambitious reconstruction programme in Karabakh, focusing on building roads, schools, and healthcare facilities to facilitate the return of internally displaced persons (IDPs).
The "Great Return" initiative officially began in 2022, following the liberation of Azerbaijani territories. After decisive counter-terrorism operations in September 2023, Azerbaijan secured full sovereignty over all areas of Karabakh, clearing the path for an expanded resettlement effort.
The initial phase of the "Great Return" aims to resettle 140,000 people across 100 rebuilt settlements in Karabakh and East Zangezur by the end of 2026. The second phase, scheduled from 2026 to 2040, will complete the resettlement of all liberated regions, marking a significant milestone in the country's post-conflict recovery.
