Azerbaijan’s parliamentary commission warns of hybrid attacks
The Temporary Commission of Azerbaijan’s Milli Majlis (Parliament) has issued a statement on hybrid attack campaigns against Azerbaijan conducted by pro-Armenian groups in Western countries.
The statement said attacks come against the backdrop of the country’s sustained successes under President Ilham Aliyev, the implementation of the peace agenda between Azerbaijan and Armenia, and ahead of the 13th session of the UN World Urban Forum (WUF13) to be held in Baku, Caliber.Az reports, citing local media.
The commission made it clear that similarities between current activities and those seen before and during COP29 in Azerbaijan prompted an investigation within its mandate.
It also questions recent resolutions in the Belgian parliament and European Parliament, arguing that they became increasingly anti-Azerbaijani during drafting and adoption, including calls for interference in Azerbaijan’s internal affairs.
The statement further said pro-Armenian lobbying structures, including the European Armenian Federation for Justice and Democracy (EAFJD), have played a coordinated role in influencing European decision-making.
It named several European lawmakers, claiming their initiatives have repeatedly targeted Azerbaijan in line with lobbying narratives.
The commission additionally pointed to the European Parliament’s April 30 resolution on Armenia, pointing out that amendment timing and political alignment indicated coordinated influence efforts across different political groups.
Describing these developments as part of a broader pattern observed since 2024, the commission emphasised that such activities are aimed at undermining Azerbaijan’s international position and disrupting the emerging peace process with Armenia.
In conclusion, the commission urged foreign parliamentarians not to support initiatives it considers influenced by lobbying networks, warning that such actions could damage the fragile Armenia–Azerbaijan peace process and upcoming diplomatic engagements, including EU–Armenia and European Political Community summits.
