Azerbaijan, Slovakia approve agreement on exchange of classified information

Azerbaijan’s Milli Majlis has approved an agreement between the governments of Azerbaijan and Slovakia on the exchange and protection of classified information.

The draft law approving the agreement was submitted for discussion at the first meeting of the parliament’s autumn session, according to Report news agency.

The agreement was signed in Baku on July 8, 2026.

The document provides for the protection of classified information exchanged between or generated by the parties, as well as by contractors operating under their jurisdiction.

Classification levels are determined in accordance with the national legislation of the parties. In Azerbaijan, classified information is designated as “of special importance,” “top secret” or “secret.”

Access to classified information is granted only on a need-to-know basis to individuals who have been briefed on their obligations regarding its protection and have signed a confidentiality agreement in accordance with the legislation of the receiving party.

Classified information is transferred to the receiving party in accordance with the legislation of the transferring party or through another procedure agreed in writing by the authorised security authorities. Electronic transmission is permitted only through the use of cryptographic means in accordance with approved procedures. The receiving party is required to confirm receipt of the information in writing.

Upon request, the authorised security authorities will inform each other of changes in their respective national legislation, policies and practices concerning the protection of classified information.

Any disputes arising from the interpretation, application or implementation of the agreement are to be resolved exclusively through consultations or negotiations. Referring such disputes to a national or international court or to a third party is not permitted.

Following discussion, the document was put to a vote and adopted in its first reading.
