Azerbaijani envoy on climate issues calls for action-driven COP31 agenda “Toward COP31, we must move from agreements to implementation”
Azerbaijan’s Presidential Envoy on Climate Issues and COP29 President Mukhtar Babayev has said that the global climate agenda must move from agreements to concrete implementation ahead of COP31.
“At PCD2026 [Petersberg Climate Dialogue 2026], one message is clear: the challenge is not ambition - it is delivery. Toward COP31, we must move from agreements to implementation, with decisive leadership, predictable finance, and real responsibility. The focus now must shift to tangible, measurable results,” he wrote on social media platform X.
