Critical COP29 agreement on agenda for Milli Majlis session

The Milli Majlis (Azerbaijani Parliament) will consider the approval of the “Agreement on the 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change” between the Government of the Republic of Azerbaijan and the United Nations Climate Change Secretariat.

This agreement encompasses the Kyoto Protocol, the Paris Agreement, the 19th session of the Meeting of the Parties to the Kyoto Protocol, the 6th session of the Meeting of the Parties to the Paris Agreement, and agreements related to the subsidiary bodies, Caliber.Az reports.

This important item is set to be discussed at the Milli Majlis meeting scheduled for October 8.

The meeting’s agenda includes a total of 27 items.

Parliamentary elections in Azerbaijan were held on September 1, 2024. Although regular parliamentary elections were originally scheduled for November 2024, deputies from the ruling New Azerbaijan Party (YAP) proposed in June 2024 to dissolve the 6th convocation of the National Assembly. This decision was influenced by the upcoming 29th UN Climate Change Conference. To ensure the smooth conduct of both the elections and the climate conference, a request for extraordinary elections was adopted.

On June 21, the Milli Majlis, in accordance with Article 98-1 of the Constitution, overwhelmingly voted to ask the President of Azerbaijan to call for extraordinary parliamentary elections. Following this decision, the President dissolved the 6th convocation on June 28, scheduling the extraordinary elections for September 1, 2024. These elections marked a significant milestone as they were the first held across the entire sovereign territory of independent Azerbaijan.

The 29th session of the Conference of the Parties to the UN Framework Convention on Climate Change (UNFCCC) is set to be hosted in Baku this November. Following a decision made during the COP28 plenary in Dubai on December 11, 2023, the conference is expected to attract between 70,000 to 80,000 international participants over a two-week period.

Established at the 1992 Earth Summit in Rio de Janeiro, the UNFCCC aims to address the negative impacts of human activity on the climate. The Conference of the Parties (COP), consisting of 198 member states, acts as the decision-making body for the convention, holding annual meetings since the first was convened in Berlin in 1995. The UNFCCC secretariat is located in Bonn.

As the world prepares for COP29, the focus remains on collaborative solutions to the pressing climate crisis, highlighting the crucial role of human capital in promoting sustainable development and resilience.
