Draft of second Great Return program submitted to Azerbaijani president, PM says
The draft of the “Socio-Economic Development Strategy of Azerbaijan for 2027–2030” and the “Second State Program on the Great Return to the Liberated Territories of Azerbaijan has been submitted to President Ilham Aliyev.
Prime Minister Ali Asadov announced the development while presenting the government’s report on its activities in 2025 during a session of the Azerbaijani Milli Majlis, Caliber.Az reports per local media.
Asadov said the upcoming medium-term period presents Azerbaijan with new strategic challenges and objectives shaped by the evolving geopolitical environment, geo-economic factors at the global and regional levels, and current development trends.
He noted that the policy framework set out in “Azerbaijan 2030: National Priorities for Socio-Economic Development”, along with the Strategy for Socio-Economic Development for 2022–2026 developed on its basis, is currently being successfully implemented. The First State Program Great Return, which focuses on the territories liberated from occupation, is also progressing as planned.
“As a continuation of the Strategy, under the decree signed by the president on May 30, 2025, the draft ‘Socio-Economic Development Strategy of Azerbaijan for 2027–2030’ and the ‘Second State Program on the Great Return’ have been prepared,” Asadov said.
“These documents cover new challenges and objectives and have been discussed in the Economic Council. The drafts of both documents have already been presented to the president by the government,” he added.
