Georgia сancels tenders for roads to Azerbaijan and Armenia borders
The Roads Department of Georgia has cancelled tenders for the construction of two major highway sections linking the country with neighbouring states, according to information reported by domestic media.
The cancelled tenders concern the construction of the Rustavi–Tsiteli Bridge road and the Algeti–Sadakhlo road. The procurement processes, which were announced in August 2024, included both construction work and contracts for project supervision services.
According to official documents, the primary reason for cancelling the tenders was the low level of competition among bidders during the procurement process.
The planned road sections are part of major international transport routes — the East–West Corridor and the North–South Corridor — which connect Georgia with Azerbaijan and Armenia.
The project envisioned the construction of a 61.3-kilometre four-lane concrete expressway equipped with a lighting system. Plans also included the construction of 26 bridges and 11 interchanges.
The construction work had been divided into four sections. According to earlier plans, building work was scheduled to begin in 2025 and be completed in phases over a period of 30 months.
Funding for the project was to be provided jointly by the European Investment Bank and the Georgian government. The bank had allocated a loan of €250 million for the project.
