Founded in 2009 as the Cooperation Council of Turkic-Speaking States (Turkic Council), the OTS was rebranded in November 2021 during its 8th Summit in Istanbul to emphasise deeper state-to-state integration. Headquartered in Istanbul, Türkiye, the organisation unites five full member states—Azerbaijan, Kazakhstan, Kyrgyzstan, Türkiye, and Uzbekistan—spanning from the Caucasus to Central Asia.
Observer states include Hungary (since 2018), Turkmenistan (2021), and the Turkish Republic of Northern Cyprus (2022).
