State Department: Azerbaijan meets US fiscal transparency requirements

Azerbaijan has met the US State Department’s minimum requirements for fiscal transparency, according to the department’s 2026 Fiscal Transparency Report.

The annual assessment reviewed the fiscal transparency practices of 139 governments and the Palestinian Authority to determine whether they met minimum standards for financial transparency and meaningful public participation in budgetary processes, Caliber.Az reports.

The State Department said the review covered the period from January 1 to December 31, 2025, and was conducted in consultation with other US federal agencies. The department also updated the criteria used for the annual assessment.

In carrying out the review, US officials considered information from American embassies and consulates, other US government agencies, international organisations and civil society groups.

The report noted that governments operate under different circumstances, but assessed each against core requirements designed to ensure that budgetary processes provide meaningful opportunities for public participation.

Alongside Azerbaijan, the State Department said Albania, Argentina, Armenia, Brazil, Georgia, Kazakhstan, Türkiye, Ukraine and dozens of other countries met the minimum fiscal transparency requirements.

The list also includes EU member states such as Germany, France, Italy and Spain, as well as countries including India, Indonesia, Israel, Japan, South Africa and the United Kingdom.

The annual assessment is intended to determine whether governments provide sufficient public information about their finances and budgetary processes to meet US standards for fiscal transparency.
