Ukraine, Azerbaijan deepen healthcare cooperation with new bilateral accords

01 November 2025 14:16

Ukraine and Azerbaijan have taken a further step toward strengthening their partnership in healthcare, with the signing of several key cooperation agreements during a visit by a Ukrainian delegation led by Minister of Health Viktor Liashko to Baku.

The delegation, which also included Ukraine’s Ambassador to Azerbaijan Yuriy Husyev and the Head of the Azerbaijan-Ukraine Interparliamentary Relations Working Group Alibala Maharramzade, met with Azerbaijan’s Minister of Health, Teymur Musayev, at the Ministry of Health, Caliber.Az reports per the Health Ministry

Welcoming the Ukrainian officials, Minister Musayev emphasised the successful development of bilateral relations between the two countries since the restoration of their independence. He noted that under the leadership of President Ilham Aliyev, Azerbaijan places particular importance on modernising and digitalising its healthcare system, strengthening human capital, and advancing the healthcare economy.

Musayev expressed confidence that the visit by Minister Liashko’s delegation would give fresh impetus to the strategic partnership between Azerbaijan and Ukraine in healthcare. He highlighted new opportunities for collaboration in pharmaceuticals, oncology, pediatrics, cardiology, and medical education, as well as the expansion of direct cooperation between the two ministries.

Minister Liashko thanked the Azerbaijani government for its humanitarian assistance to Ukraine and underscored the historical friendship between the two nations. He cited as an example a rehabilitation course for Ukrainian children deprived of parental care, organised with support from the Heydar Aliyev Foundation and the Azerbaijani Ministry of Health.

The two ministers signed an updated Agreement on Cooperation in the Field of Healthcare and Medical Science, aimed at strengthening both countries’ healthcare systems, enhancing institutional collaboration, and improving public health. The agreement also sets out a framework for cooperation in traditional medicine, the pharmaceutical industry, and medical education.

In addition, several memorandums of cooperation were concluded between key medical institutions of both countries. These include agreements between the National Oncology Center of Azerbaijan and the National Cancer Institute of Ukraine, between the Azerbaijan Scientific-Research Institute of Pediatrics named after K.Y. Farajova and Ukraine’s “Okhmatdyt” Children’s Hospital, and between the countries’ cardiology centers.

A further memorandum was signed between the Azerbaijan Medical University and Kharkiv National Medical University, focusing on student and specialist exchanges and joint scientific research projects.
