UN calls for stronger multilateral action on housing at WUF13 in Baku

Reviewing the New Urban Agenda presents a strategic opportunity to strengthen multilateral cooperation through greater engagement of local governments and urban action, according to the United Nations.

The message was delivered by Guy Bernard Ryder in a video address to a ministerial meeting on the New Urban Agenda held within the framework of the World Urban Forum 13 in Baku, Caliber.Az reports, citing local media.

He recalled that ten years ago, member states adopted the New Urban Agenda at the UN Conference on Housing and Sustainable Urban Development (Habitat III) in Quito:

"This agenda was jointly shaped by member states, UN entities, policy experts, local and regional governments, the private sector, and civil society. All perspectives were taken into account. The result was a shared vision of inclusive, safe, sustainable, and resilient cities and human settlements, grounded in rights, dignity, and inclusivity. Today, one in four people worldwide lives in informal settlements or slums."

Ryder added that the New Urban Agenda was adopted precisely to respond to these challenges:

"We must assess the progress achieved so far and renew the political momentum to realize this shared vision. Two years ago, the Pact for the Future responded to this need with renewed commitments. Under its sixth action, member states pledged to ensure adequate, safe, and affordable housing for all, and to support developing countries in planning and implementing sustainable and resilient cities. Delivering on these commitments requires stronger partnerships, effective multi‑level governance, improved access to financing for development, and investment in data, technology, infrastructure, and capacity."

The official emphasized that the Pact for the Future highlights the central role of local and regional authorities, recognizing that cities are where future risks and opportunities intersect.
