Armenian MPs say 44-day war report was concealed from them
Andarnik Kocharyan, the head of the Armenian parliamentary commission investigating the circumstances of the 44-day war, has breached National Assembly rules by failing to provide members of the commission with a 210-page report for review, Caliber.Az reported, citing the newspaper Zhokhovurd.
Under parliamentary procedure, such documents must be distributed in advance to allow deputies to submit special opinions. However, this requirement was not met. Deputies Hayk Sargsyan, Kristine Poghosyan, and former parliamentarian Vilen Gabrielyan told the newspaper they had never been given access to the report.
According to Zhokhovurd, “Kocharyan violated the requirements of the rules of procedure, effectively concealing the document not only from the public, but also from the members of the commission.”
The controversy deepened after Parliament Speaker Alen Simonyan stressed that all procedural deadlines for presenting the commission’s findings had already passed. He added that, in accordance with the rules of the National Assembly, the report could no longer be placed on the agenda. Furthermore, the document was never legally submitted to the Speaker’s office.
The failure to distribute the report has raised questions about transparency in the commission’s work and the fate of its findings on the 44-day war.
