Azerbaijan and Türkiye have signed a Memorandum of Understanding (MoU) on technical cooperation in the field of energy efficiency in buildings during the 13th session of the World Urban Forum (WUF13) in Baku, underscoring the two countries’ expanding partnership in sustainable development and clean energy initiatives.
The signing ceremony, held on May 18, brought together representatives of Azerbaijan’s Ministry of Energy and Türkiye’s Ministry of Environment, Urbanization and Climate Change, Caliber.Az reports per state media.
Speaking at the event, Azerbaijani Energy Minister Parviz Shahbazov highlighted Türkiye’s extensive expertise in the energy sector and noted that Azerbaijan has also intensified efforts to improve energy efficiency through legislative reforms and institutional mechanisms.

“Our country has also adopted relevant legislation and established an Energy Efficiency Fund. We intend to implement various projects in this field. Significant work has been carried out to raise awareness about energy efficiency. This area is of tremendous importance and is often described as a ‘hidden source of energy,’” Shahbazov said.
Türkiye’s Minister of Environment, Urbanization and Climate Change and COP31 President Murat Kurum emphasized that the close relationship between the leaders of Azerbaijan and Türkiye continues to create favorable conditions for deeper bilateral cooperation.
“COP31 will be held in Türkiye, and we are benefiting from Azerbaijan’s rich experience in this field. On the road to COP31, the experience accumulated under your leadership is important for us. One of the most important issues on the agenda is clean energy, and the current global crises demonstrate how complex this process is. In this regard, Azerbaijan’s support is highly significant,” Kurum stated.
The Turkish minister also stressed that Azerbaijan and Türkiye should serve as a model of cooperation for the international community by combining their efforts across multiple sectors.
“There are still people in the world who do not have access to electricity. On this issue, we must also demonstrate a common will and shared position together with you. We believe that Türkiye and Azerbaijan will always strive to elevate the voice of the Turkic world and present it to the entire world,” he said.
Azerbaijani President’s Climate Representative Mukhtar Babayev noted that the two countries are already closely coordinating activities related to COP31 and expressed confidence that the newly signed agreement would make a meaningful contribution to global climate goals and sustainability efforts.
Following the speeches, ministers Parviz Shahbazov and Murat Kurum officially signed the Memorandum of Understanding on technical cooperation in the field of energy efficiency in buildings.
