Azerbaijan urges repeal of Section 907 in talks with US lawmakers
Azerbaijan’s Deputy Foreign Minister Elnur Mammadov on January 30 underscored the importance of repealing Section 907 of the US Freedom Support Act during a meeting with a delegation from the US House Committee on Foreign Affairs.
The sides exchanged views on initiatives related to Azerbaijan put forward by US Congress, with Baku emphasising that lifting Section 907 would be a significant step toward strengthening bilateral cooperation, Caliber.Az reports per Foreign Ministry.
The meeting also covered the current regional situation, the normalisation process between Azerbaijan and Armenia, and ongoing efforts to prepare a peace agreement. The parties discussed the significance of the agreements reached at the Washington summit on August 8, 2025, as well as the draft Charter of Strategic Partnership between the United States and Azerbaijan, which is in the final stages of completion.
Other issues of mutual interest on the bilateral agenda were also addressed.
Section 907, adopted by Congress in 1992, banned direct US government aid to Azerbaijan under the pretext of an alleged blockade against Armenia. At the time of its adoption, Armenian forces were occupying Azerbaijani territories. Although successive US administrations consistently waived the measure, the Biden administration under Secretary of State Antony Blinken reinstated its enforcement in recent years, using it as a political tool against Azerbaijan.
On August 8, during the visit of Azerbaijani President Ilham Aliyev to Washington, President Trump signed a document suspending the enforcement of Section 907.
