COP29 agenda announced: Focus on climate finance, adaptation, and mitigation
The programme for the 29th session of the Conference of the Parties (COP29) to the UN Framework Convention on Climate Change, which will be held in Baku from November 11 to 22, has been released on the conference's official website.

The programme, regularly updated to reflect the conference agenda, includes a comprehensive overview of events, discussions, and exhibitions addressing the global climate agenda. Participants will have access to the programme at information desks in both the Blue Zone — where formal negotiations and decision-making processes will occur — and the Green Zone, which will feature various exhibitions, workshops, and cultural activities related to climate change.
The agenda highlights critical topics such as climate finance, adaptation, mitigation, and technology, among other pressing climate-related issues.
While the UN Framework Convention on Climate Change (UNFCCC) manages the organization of official negotiations in the Blue Zone, this area will also feature national pavilions that present initiatives and programmes to accredited attendees. From November 13 to 22, the Azerbaijan pavilion will host numerous sessions led by influential stakeholders from both the public and private sectors, covering themes such as finance, energy, science, human capital, and transportation.
In the Green Zone, visitors will have opportunities to engage in panel discussions and workshops, each aligned with the day’s specific theme. COP29's official partners will utilize this setting to advance climate discourse and inspire action among stakeholders from both the public and private sectors.
COP29, taking place from November 11 to 22 in Baku, will convene global leaders, policymakers, and environmental experts to address critical climate challenges. The conference is expected to draw between 70,000 and 80,000 international guests, with a mission to accelerate efforts to reduce greenhouse gas emissions and tackle the increasing severity of extreme weather events.
A significant emphasis at COP29 will be on climate financing, with the conference aiming to mobilize the vast financial resources required — amounting to trillions of dollars — to enable countries to address and mitigate climate change. Furthermore, nations will present updated national climate action plans, as stipulated under the Paris Agreement, with the deadline for submissions set for early 2025. The overarching objective remains to limit global warming to 1.5°C above pre-industrial levels.
