Moscow, Kabul discuss attracting Afghan labour migrants to Russia
Russia and Afghanistan are discussing the recruitment of Afghan migrant workers, Afghan Ambassador to Moscow Gul Hassan has said.
“Negotiations between the two countries have already taken place, and there are grounds to expect positive results (on migration issues),” the diplomat noted, Caliber.Az reports, citing Russian media.
According to Hassan, Afghanistan’s population is predominantly young, and the country can supply skilled and professional personnel to places where there is a demand for labour.
On December 29, 2025, Russian President’s Special Representative for Afghanistan Zamir Kabulov said that Russia was not yet ready to recruit Afghan labour migrants on a large scale, citing the absence of bilateral mechanisms to monitor migration flows and the risk that radical elements could be among the workers.
