Oman, Azerbaijan sign “open skies” memorandum of understanding
Oman and Azerbaijan have signed a Memorandum of Understanding (MoU) on air transport cooperation based on the principles of “open skies,” the Omani Civil Aviation Authority (CAA) announced on social media platform X.
The MoU follows negotiations between the civil aviation authorities of both countries, held in Azerbaijan in September 2025, Caliber.Az reports.
Under the agreement, airlines from Oman and Azerbaijan will face fewer restrictions on flight routes, allowing for greater flexibility in launching services and potentially boosting passenger and tourism flows.

The “open skies” policy is an international civil aviation framework that relaxes or removes limits on flights between participating countries. Oman has been actively signing similar bilateral agreements with multiple states to regulate flight frequencies and grant various “freedoms of the air.”
