Russia sets annual spending caps for retail crypto buyers
Russian citizens and businesses will gain legal authorisation to conduct cryptocurrency transactions, including purchases and cross-border transfers, beginning September 1, 2026, as primary provisions of a landmark regulatory framework take effect.
The measures follow legislation signed earlier this month by President Vladimir Putin, establishing the country's first comprehensive legal structure for digital currencies and digital rights. The law defines operational standards for crypto exchanges, digital depositories, and market participants while outlining specific access rules for retail and institutional investors.
Under the new rules, import and export businesses can utilise cryptocurrency for international cross-border settlements without operational limits. These trade transactions may be conducted directly or through financial intermediaries across all wallet types and digital currencies. Russian residents are also permitted to execute overseas cryptocurrency operations via foreign bank accounts, or transfer domestically acquired digital assets abroad through regulated intermediaries, subject to mandatory reporting of foreign holdings to domestic tax authorities.
Access to digital assets for market participants will be segmented by investor status. Non-qualified investors will be restricted to purchasing only high-liquidity cryptocurrencies through regulated intermediaries, capped at 300,000 rubles ($3,628) annually per intermediary. Conversely, qualified investors will be permitted to purchase any digital currency without annual expenditure caps. Both retail tiers must complete mandatory competency testing prior to trading, though qualification status can be granted based on an investor's historical transaction record in digital assets.
While the core regulatory framework enters into force on September 1, 2026, full implementation will occur in structured phases. Existing operators of digital financial asset exchanges will have a transitional grace period lasting until March 1, 2027.
Enforcement will begin on July 1, 2027, for restrictions on money transfers and operational standards governing non-resident digital depositories, followed by technical mandates taking effect on September 1, 2027, regarding the issuance, trading, and depository custody of digital financial assets.
