UN chief calls out delegations at COP29: Time for action, not stalemates Finance is the key
As COP29 nears its conclusion, UN Secretary-General António Guterres has called for decisive action and clarity from participating nations.
Speaking at a press conference in Baku, Guterres emphasised the urgency of the talks, Caliber.Az reports via local media.
"I do believe that we are approaching the moment of truth. It is important that each side clarifies its positions and proposals. This is true both for financial issues and other aspects. The result must be balanced, and all concerns must be taken into account," he stated.
Highlighting the critical role of finance in the discussions, he remarked that a clear resolution on financial issues is essential to advancing negotiations. "The financial aspect of the COP29 outcome will be one of the key, but not the only important element," he noted, underscoring that clarity on other major issues is equally vital.
Despite ongoing efforts, delegations at COP29 continue to adhere to their initial positions on climate finance and adaptation. Guterres addressed this, saying, "This is evidenced by the latest statements of the delegations' representatives. However, now is the time to find a compromise. I urge all parties to do just that."
The UN Secretary-General expressed optimism about the potential for agreement, particularly regarding the New Collective Quantified Goal (NCQG) for climate finance. "The new target is important because finance is at the centre of the agenda of this conference. At the same time, the interests of all countries need to be taken into account on issues directly related to further combating climate change," he stated.
As Guterres summarised at the press conference, COP29 has reached a critical juncture. While areas of consensus are emerging, significant differences remain, requiring a strong push to finalise agreements. He remarked, "The desire for agreement is palpable, the issues on which the parties agree are becoming clearer. But differences remain, and a major push is needed to bring the discussions to a conclusion."
Guterres arrived in Azerbaijan on November 21. Greeted at Heydar Aliyev International Airport by Azerbaijani Health Minister Teymur Musayev and other officials, this marked his second visit to Azerbaijan during the conference. Earlier, Guterres participated in the World Leaders Climate Action Summit held on November 12-13 within COP29.
Running from November 11 to 22 at Baku Stadium, COP29 aims to establish a fair and ambitious NCQG for climate finance, a cornerstone for driving global climate action. The COP29 Presidency has implemented a strategy grounded in two interconnected pillars: enhancing ambition and enabling action.
Azerbaijan, as host, has positioned itself as a leader in renewable energy development. The nation plans to reduce greenhouse gas emissions by 40% by 2050, increase renewable energy capacity to 30% by 2030, and diversify its energy system. These efforts align with its goal of updating its Nationally Determined Contribution to meet 1.5°C targets under the Paris Agreement.
