US Congress publishes bill to lift restrictions on aid to Azerbaijan Section 907 repealed

The official website of the US Congress has published the text of a bill proposing the removal of restrictions on US aid to Azerbaijan.  

The bill emphasises that Azerbaijan has been a reliable ally of the United States and its partners since gaining independence, maintaining important cooperation in both military and peacetime contexts, per Caliber.Az.

According to the document, Azerbaijan has openly demonstrated that peace in the South Caucasus is a key priority, with recognised borders and territorial integrity enshrined in a peace agreement agreed between Baku and Yerevan.

In this context, the bill proposes repealing Section 907 of the Freedom Support Act, removing provisions related to that amendment from the law.

The legislation was introduced to Congress on December 9 by Democratic House Representative Anna Paulina Luna.

Section 907 of the U.S. Freedom Support Act was adopted in 1992 amid the Karabakh conflict between Armenia and Azerbaijan following the collapse of the Soviet Union. 

On August 8, 2025, U.S. President Donald Trump hosted Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan at the White House for a historic summit. The leaders initialled a draft peace agreement, signed a joint declaration committing to normalisation, and mutually recognised territorial integrity based on the 1991 Alma-Ata Declaration.

A key element was the establishment of the Trump Route for International Peace and Prosperity (TRIPP)—a U.S.-developed transit corridor through Armenia's southern territory linking mainland Azerbaijan to its Nakhchivan exclave, promoting regional connectivity.

During the summit, President Trump signed a memorandum to waive Section 907, recognising that it no longer reflects geopolitical realities and hinders full-fledged cooperation with Azerbaijan. Aliyev praised the move as correcting a long-standing injustice. This aligned U.S. policy with the resolved conflict, Azerbaijan's role as a reliable partner, and new economic opportunities.
