Yerevan makes public "Karabakh negotiation process documents" deemed obsolete

02 December 2025 16:51

The government of Armenia has released the “documents of the negotiation process on the settlement of the Karabakh conflict,” as promised by Prime Minister Nikol Pashinyan on November 8.

According to Caliber.Az, the documents are available in Armenian, Russian, and English on the official website of the Armenian government.

For Azerbaijan, however, this publication holds no significance. The victory in the 2020 Patriotic War and the counterterrorism operation carried out on September 19, 2023, decisively settled the issue, consigning the documents released by Pashinyan to the “dustbin of history.” Karabakh was, is, and will remain an integral part of Azerbaijan.

The Azerbaijani Armed Forces conducted an anti-terror operation in Karabakh on September 19–20, 2023. The operation aimed to enforce the provisions of the trilateral statement, prevent large-scale provocations in the Karabakh economic region, disarm and remove Armenian forces from Azerbaijani territory, neutralise their military infrastructure, and ensure the safety of civilians returning to the liberated areas, as well as reconstruction personnel and Azerbaijani servicemen. Additionally, it sought to restore Azerbaijan’s constitutional order throughout the region.

The operation, which lasted less than 24 hours, resulted in the complete disarmament and withdrawal of the Armenian army, which had been illegally stationed on Azerbaijani soil. The separatist regime in Karabakh was dismantled, and key leaders of the illegal administration were arrested through the efforts of Azerbaijan’s intelligence and law enforcement agencies.

Following these operations, Azerbaijan fully restored state sovereignty and constitutional order across its territories.

Currently, restoration and construction efforts are underway in the lands liberated from occupation, in line with the strategic roadmap approved by President Ilham Aliyev. Displaced residents are gradually returning to their homes, and ongoing development projects are transforming Karabakh and Eastern Zangezur into revitalised and vibrant regions of Azerbaijan.
