Azerbaijan moves to redraw intellectual property laws for AI era—official

Azerbaijan’s Law “On Intellectual Property” requires amendments to address emerging challenges posed by artificial intelligence, said Kamran Imanov, Chairman of the Board of the Intellectual Property Agency.

He made the remarks during a briefing at the international conference “Intellectual Property and Artificial Intelligence", held in Baku, Caliber.Az reports via local media.

Imanov noted that AI is exerting a profound influence on the intellectual property landscape, generating complex legal questions that existing frameworks are not yet equipped to answer. Among these are whether AI can be recognized as an author or inventor, whether it competes with human creators or functions solely as a tool, and how authorship should be allocated when an innovation results from human–AI collaboration.

Because artificial intelligence lacks legal personality, Imanov emphasized that resolving these issues will require a reassessment of international legal norms governing intellectual property.

He further highlighted that AI regulation is becoming a central policy priority in Azerbaijan. The adoption of a national artificial intelligence strategy and the establishment of the Artificial Intelligence Academy, he said, demonstrate the country’s commitment to building a robust governance framework for emerging technologies.

In this context, Imanov stressed that updating the nation’s intellectual property legislation is not merely desirable but necessary.

The Intellectual Property Agency of Azerbaijan, in collaboration with the World Intellectual Property Organization (WIPO), launched an international conference focused on the intersection of Intellectual Property (IP) and Artificial Intelligence (AI).

The conference, which brings together experts and thought leaders from across the globe, explores the challenges and opportunities posed by the rapid advancement of AI in the context of intellectual property rights.

Keynote speakers at the event included Kamran Imanov, Chairman of the Board of the Intellectual Property Agency of Azerbaijan; Grigory Ivliev, President of the Eurasian Patent Office; and Ulrike Till, Director of the Intellectual Property and Advanced Technologies Department at WIPO.

The conference also features a series of panel discussions.
