Azerbaijani official: DOST model transformed social service delivery
The introduction of the DOST model has fundamentally transformed the delivery of social services in Azerbaijan, according to the country’s Deputy Minister of Labour and Social Protection, Hidayat Abdullayev.
Speaking during a panel discussion at the Islamic Development Bank (IsDB) Group’s Annual Meetings in Baku, Abdullayev said Azerbaijan has implemented wide-ranging social reforms in recent years aimed at improving living standards, expanding social protection, and digitising public services, Caliber.Az reports per local media.
He said the DOST model has become a central element of these reforms by consolidating services related to employment, social protection, disability, rehabilitation, and labour relations under a single framework.
“This has enabled the introduction of a more effective, transparent and citizen-centred approach,” he said.
Abdullayev added that Azerbaijan is not only focused on improving service delivery but also on strengthening analytical capacity, expanding the use of digital technologies, and deepening international cooperation in the social policy sector.
He also highlighted the importance of a new DOST Centre currently being developed, which will focus on research, innovation, capacity-building, and the exchange of international experience in social policy.
